"It is not fair to play one of these games like this. We cannot face one of the most important matches of the season with such a disadvantage in rest," Silva said. "I wasn't in perfect condition, and those who haven't played at the highest level don't know how draining these schedules can be."
Pep Guardiola admitted his players were "incredibly tired" and has previously criticised the Premier League for its demanding fixture lists at crucial stages of the European season.
Silva, who made 62 appearances for club and country last season, added: "I don't think anyone is intentionally trying to make us lose, but when top teams like Arsenal, City and Liverpool meet, common sense and understanding are essential."
Silva argued that congested fixtures left City tired and at an unfair disadvantage in key Premier League matches.
