The International TOEFL English Exam Now Accessible to Russian Test-Takers with Certain Restrictions

Test-takers in Russia can now take the TOEFL exam remotely; however, for in-person testing, they must travel to another country.
The Educational Testing Service (ETS), the organization responsible for administering the TOEFL English proficiency exam, initially restricted registration for Russian citizens. Reports about this restriction surfaced online on August 2, with many users noting warnings about limited platform access when selecting Russian citizenship during registration.
On August 3, TASS reported that starting August 4, several TOEFL exam formats would become available to candidates in Russia exclusively through remote testing, with no in-person exam centers operating within the country.
"Beginning August 4, ETS is updating its policy from March 2022 to allow test-takers in Russia and Belarus to register for the TOEFL iBT Home Edition, TOEFL Essentials, and the home version of the GRE, provided there are no financial restrictions preventing them from doing so," said an ETS representative to TASS.
ETS also noted that those wishing to take the exam in person can do so in other countries or regions, assuming they face no travel or regulatory restrictions.
It is important to recall that ETS had suspended all in-person TOEFL testing in Russia as of March 2023.
