Judge Immergut ruled there was no evidence demonstrating that federalised National Guard troops were necessary to address recent unrest in Portland. The order will remain in effect until at least October 19. The White House has not yet commented on the ruling. Previously, the Trump administration said it was exercising its authority to protect federal assets amid violent riots and attacks on law enforcement.

In response to the planned deployment, Illinois Governor JB Pritzker called the move "an invasion" and argued there was no reason to send troops into a state without the cooperation of local officials. Texas Governor Greg Abbott, however, said he fully authorised the call-up to ensure safety for federal personnel.

The judge’s decision adds to ongoing legal challenges over the federal use of the National Guard for domestic operations, including a recent California ruling that blocked Trump’s deployment of troops to Los Angeles.
