A National Guard spokesperson told Agence France-Presse that no drone was detected and that initial inspections suggest the blast originated on board.
UN special rapporteur Francesca Albanese, who was on site, said any verified attack would violate Tunisian sovereignty. She confirmed she is cooperating with local authorities to establish the facts.
The flotilla, which departed Barcelona last week, aims to challenge Israel's blockade of Gaza. Previous attempts to deliver aid have led to interception, detentions and deportations by Israeli forces.
