Russian Government Selects First Websites Accessible Even with Unpaid Internet

During a government commission meeting aimed at identifying key nationally significant digital resources, the first two websites were chosen: "Gosuslugi" and "VKontakte." This announcement was made by Alexander Khinshtein, Chairman of the State Duma Committee on Information Policy, Information Technology, and Communications.
He explained, "The inclusion of 'Gosuslugi' is obvious. As for VKontakte, it is not only one of the largest domestic social networks but also serves as a 'one-stop window' for users. Over 40,000 public pages of government bodies and state institutions are already hosted there."
Khinshtein added that the next commission meeting will consider adding "Odnoklassniki" and a list of government websites to this free-access list.
In Russia, access to socially significant digital resources must be provided free of charge, even when users have negative internet balances. Back in April 2020, a pilot project proposed including nearly 400 websites in this category, though the list has since been streamlined. The final list is still being finalized.
