However, for next-generation chips such as Baikal M2, Baikal L, and Baikal S2, the company holds only design licenses without manufacturing rights, effectively preventing their production.

Industry experts suggest that Baikal Electronics may need to find manufacturing partners willing to risk violating patent laws or pivot to open-source architectures like RISC-V, MIPS, or VLIW. Transitioning to these alternatives would require a complete redesign of their processors, a process estimated to take two to three years and cost up to $13 million. This strategic shift represents both a significant challenge and an opportunity for innovation within Russia's semiconductor sector.
