Lockdown Announced in Moscow and Moscow Region Starting October 28

Comprehensive lockdown measures implemented in Moscow and the Moscow Region from October 28 to November 7 to curb COVID-19 spread.

Starting October 28, cafes, restaurants, cinemas, shopping centers, and fitness clubs in Moscow and the Moscow Region will temporarily cease operations.

Due to a sharp increase in COVID-19 cases, non-working days are established from October 28 to November 7, as announced by the Moscow operational headquarters.

  • Operations of businesses and organizations in trade, services, public catering, sports, culture, leisure, entertainment, and cinema screenings will be suspended, except for the sale of medicines, food products, and other essential goods. Remote sales and service delivery remain unrestricted.
  • Provision of government services at "My Documents" centers and offices of Moscow authorities will be suspended, except for urgent civil status registrations. Electronic government services will continue to be fully available.
  • Schools and kindergartens will observe holidays. Additional education institutions, sports schools, children's clubs, and sections will halt activities. Duty groups will be organized for preschoolers. Higher education and vocational institutions will conduct classes exclusively online.
  • Theaters and museums may continue operating with a maximum occupancy of 50%, mandatory use of QR codes, and protective masks.
  • Mass cultural, entertainment, sports, advertising, and other events are prohibited unless authorized by government authorities or coordinated with the Moscow Rospotrebnadzor Office.

Mayor Sergey Sobyanin also outlined measures to be implemented after the non-working period:

  • From November 8, free public transport rides will be suspended for elderly residents over 60 and chronically ill citizens. Social card restrictions will not apply to those who have recovered from COVID-19 within the last six months or have been vaccinated.
  • Theaters and museums will continue operations with mandatory QR code verification, protective masks, and up to 70% venue occupancy.
  • Starting November 8, QR codes and masks will be mandatory at concerts, entertainment, cultural, sporting, and other events with more than 500 attendees.

Following Moscow's lead, authorities in the Moscow Region have also declared non-working days from October 28.

Recall that on October 20, the Russian President signed a decree establishing non-working days from October 30 to November 7 inclusive, with salary preservation. Regions may introduce earlier or extended non-working periods.
