British woman pleads guilty to killing man while drunk on e-scooter

A British national has admitted to causing the death of a Perth pedestrian while riding an e-scooter with a blood alcohol level over three times the legal limit.

Incident details

Alicia Kemp, 25, had been asked to leave a bar in Perth after drinking with a friend on a May Saturday afternoon. Later that evening, the pair hired an e-scooter. Kemp was travelling at 20–25km/h when she struck 51-year-old Thanh Phan on a city-centre footpath.

Phan, a father of two, suffered a fatal brain bleed and died in hospital two days later. Kemp’s passenger sustained a fractured skull and broken nose but has since recovered.

Court hearing and charges

In Perth Magistrates Court, Kemp, appearing via video link, pled guilty to dangerous driving causing death while intoxicated, a charge carrying up to 20 years in prison. Prosecutors dropped a second charge related to her passenger’s injuries. Kemp’s post-crash blood alcohol concentration was 0.158, more than three times the legal limit of 0.05.

Victim and aftermath

Experts described Kemp’s riding as inexplicably dangerous based on CCTV footage showing Phan waiting to cross the road. Phan’s family honoured him as a beloved husband, father, brother and friend. Kemp, who held a working holiday visa, will remain in custody until sentencing before Christmas.
