Moscow Imposes Nighttime Closures on Restaurants and Clubs, Students Shift to Remote Learning

Starting November 13, 2020, until January 15, 2021, Moscow enforces a complete ban on the operation of dining establishments such as restaurants, cafes, and bars, as well as clubs, karaoke venues, and bowling alleys from 11:00 PM to 6:00 AM. This directive was announced on the official website of the city's mayor, Sergey Sobyanin.
These restrictions do not affect takeaway services and food delivery, which are allowed to operate around the clock.
Additionally, all students enrolled in Moscow's universities and colleges will transition to remote learning for two months. The city government recommends that federal and private educational institutions adopt similar measures. Student transport cards for those shifted to online education will be temporarily suspended. Students are advised to maintain a home-based routine and minimize travel within the city.
Additional Measures Include:
- The maximum audience capacity in theaters, cinemas, and concert halls is limited to 25% of the venue's total seating.
- Mass physical and sports events with spectators require prior approval from Moscow's Department of Sports and the city's Public Health authorities.
- Temporary suspension of cultural, exhibition, educational, recreational, entertainment, and similar events involving live audiences. Exceptions apply to official events authorized by executive authorities.
- Daytime children's camps, entertainment centers, playrooms in shopping malls, and children's areas in dining venues are temporarily closed if located indoors. Outdoor children’s entertainment activities remain permitted.
Mayor Sobyanin highlighted a significant surge in COVID-19 cases in recent days, with a record 6,897 new infections reported on November 9. Authorities anticipate further deterioration in the coming weeks. These new restrictions aim to break transmission chains and reduce infection rates.
The two-month duration of these measures coincides with the upcoming holiday season. By proactively limiting nightlife and entertainment industry operations, Moscow's government seeks to prevent unnecessary financial losses caused by sudden cancellations of concerts and festive events.
